Challenges of Contemporary Foster Care 00-0F-CCF
By foster care is meant the coordinated activities of persons and institutions, the purpose of which is to provide temporary care for a child whose parents, for some reason, are unable to fulfill their caring and educational duties. The tasks of foster care can be formulated in three general objectives. The first is to work with the child's biological family in such a way that the child can return to its natural environment as soon as possible, or, if this is not possible, be adopted by another family, or, if adoption is not possible, be raised in a foster environment. The second goal is to prepare the child for an independent and responsible existence, acquiring the ability of the foster child to cope with the hardships of life and the ability to maintain and establish correct relations with relatives and the environment by means of appropriate social competence. The third task is to meet the child's needs in the broadest sense, i.e. social and living, health, educational, cultural and recreational and emotional .
The current shape of foster care is the result of the transformation of foster care over many years. One of the most important factors affecting the quality of the current foster care system is the consideration of the aspect of children's rights. This is in line with
with the interpretation that indicates that respect for the rights of the child is an expression of recognition of the child's subjectivity. The stay of a child in an institution or foster family should be characterized by stability, since the right to a stable educational environment is a fundamental right of every child.
In Poland, two forms of foster care are distinguished: family and institutional. The tasks of both forms of care and upbringing include treating the child with dignity, ensuring access to the health services to which the child is entitled, providing conditions for compensatory and developmental education, meeting social and living and socio-religious needs, protecting the child from unlawful interference in his or her fate, and ensuring safe contact with the biological family - unless, there are lawful contraindications.
Family foster care takes two forms: a foster family (related, non-professional, professional) or a family foster home. Institutional foster care can function as a foster care facility, a regional foster care facility or an intervention preadoption center.
